Formulación de un Modelo de Gestión Ambiental Sostenible para el Agroturismo Cafetero en el Municipio de Viotá

El proyecto se realiza en el municipio de Viotá del departamento de Cundinamarca en la Provincia del Tequendama, el cual presenta características paisajísticas, culturales y agrológicas que dan facilidad a un turismo sostenible para aportar al desarrollo local sin embargo, el municipio no toma en consideración estas características, desaprovechando el potencial agroturístico de Viotá, adicionalmente no se contempla en los planes turísticos un manejo preventivo frente a los recursos naturales del territorio. Para el adecuado uso de los atributos que presenta el municipio de Viotá se plantea un modelo de gestión ambiental sostenible como la herramienta que contribuye al desarrollo turístico teniendo en cuenta las capacidades y actividades presentadas en el municipio para dar mejor uso a los recursos físicos e institucionales. La generación del modelo de gestión tiene en cuenta los criterios sobre turismo sostenible que se han generado internacionalmente como los aportados por el Consejo Global de Turismo para el turismo sostenible, a nivel nacional como los establecidos para el Paisaje Nacional Cafetero como patrimonio inmaterial de la humanidad por la UNESCO (Cafeteros, 2013) y criterios dados por otras naciones como los planes de turismo de Brasil en la importancia de los territorios para el establecimiento de los criterios del modelo, de igual forma se tiene en cuenta la acción institucional que influye en el turismo tanto en el municipio como en el país y los procesos agroturísticos que se generan en el territorio de estudio. Finalmente se obtienen los lineamientos del modelo de gestión ambiental sostenible para el municipio de Viotá y el agroturismo cafetero mediante la aplicación del Cuadro de Mando Integral Sostenible y como comprobación de la viabilidad del modelo se utilizó la herramienta tecnológica BSC Designer (BSC Designer, 2018).
The project is carried out in the municipality of Viotá of the department of Cundinamarca in the Province of Tequendama, this territory presents landscape, cultural and agrological characteristics that facilitate a sustainable tourism to contribute to local development. However, the municipality does not take into account these characteristics, wasting the potential of Viotá's agrotourism, additionally, tourism plans do not contemplate preventive management against the natural resources of the territory. For the adequate use of the attributes presented by the municipality of Viotá, a sustainable environmental management model is proposed as the tool that contributes to tourism development taking into account the capacities and activities presented in the municipality to make better use of physical and institutional resources . The generation of the management model takes into account the criteria on sustainable tourism that have been generated internationally as those provided by the Global Tourism Council for sustainable tourism, at the national level as those established for the National Coffee Landscape as intangible heritage of humanity by UNESCO (Coffee Growers, 2013) and criteria given by other nations such as Brazil's tourism plans in the importance of the territories for the establishment of the criteria of the model, as well as taking into account the institutional action that influences the tourism both in the municipality and in the country and agro-tourism processes that are generated in the study territory. Finally, the guidelines of the sustainable environmental management model for the municipality of Viotá and the coffee agrotourism are obtained through the application of the Sustainable Integral Scorecard and as a check of the viability of the model, was used the technological tool BSC Designer (BSC Designer, 2018).
