El municipio de Soacha es el municipio con el crecimiento demográfico más grande en Colombia. Es vecino de la ciudad de Bogotá y ha compartido dinámicas ambientales en el transcurso de la historia colonial, y de los siglos XX y XXI. Esta cercanía ha traído consigo problemas de manejo y planificación ecológica, económica y social que no han sido evitadas por el municipio. Estos eventos han sido enmarcados en la historia de algunas instituciones y en el conocimiento de actores sociales del municipio, pero no se ha recopilado la historia del municipio para un profundo análisis de por qué se han presentado los problemas de crecimiento demográfico, el manejo de las industrias, el peso de los planes de manejo y los planes de desarrollo que se han ejecutado en la unidad territorial que conforma al municipio de Soacha. Este documento unifica la información histórica del municipio de Soacha, desarrollando una caracterización ambiental, un análisis de la concepción de los actores sociales, la normatividad que ha tenido impacto en el territorio, al igual de la normatividad vigente; y por último, presenta una proyección de escenarios estratégicos para un progreso más integral.
The municipality of Soacha is the municipality with the largest demographic growth in Colombia. It is a neighbor of the city of Bogotá and it has shared environmental dynamics in the course of the colonial history, and the XX and XXI centuries. This proximity has brought along, management problems and ecological, economic, and social planning problems that have not been avoided by the municipality. These events have been framed in the history of some institutions and in the knowledge of social actors of the municipality, but the history of the municipality has not been compiled for a thorough analysis of why the problems of demographic growth, the management of the industries, the weight of the management plans, and the development plans that have been implemented in the territorial unit conforming the municipality of Soacha. This document unifies the historical information of the municipality of Soacha, developing an environmental characterizationof the municipality, an analysis of the conception of the social actors, the regulations that have had an impact on the territory, as well as the current regulations; and finally, it presents a projection of strategic scenarios for a more comprehensive progress.
