Este proyecto de grado se realiza con el fin de generar un análisis estratégico de la situación
socioambiental de la central hidroeléctrica Sogamoso, ubicada en el departamento de Santander,
con énfasis en la aplicación de criterios bioéticos para alcanzar la sostenibilidad en la zona de
influencia del proyecto, mediante la formulación de alternativas que apoyen el desarrollo, la
inclusión y la mejora ambiental, social y económica de los actores involucrados en la
implementación del mismo.
Para la elaboración de este proyecto se tienen en cuenta tres fases en las cuales se lleva a
cabo. Como primera medida, se elabora un diagnóstico socioambiental de la zona de influencia
de la hidroeléctrica Sogamoso mediante revisión documental, lista de chequeo de los diferentes
aspectos sociales y ambientales impactados con la implementación del mismo en cada una de sus
etapas, una matriz de impactos para la priorización de los más significativos que afecten en
mayor proporción la sostenibilidad de la zona y una matriz de intereses y expectativas para la
identificación de los actores influyentes en la central.
Para la segunda fase, se realiza un análisis estratégico a partir del cual resultan unas
estrategias de mejora de la hidroeléctrica y sus efectos, las cuales son evaluadas teniendo en
cuenta el cumplimiento de estas a los criterios que componen cada uno de los principios
bioéticos de precaución, utilidad, responsabilidad, justicia y ética de la protección, que se
pretenden incluir en el manejo del proyecto.
Finalmente, en la tercera fase se realiza un cuadro de mando integral para la gestión ambiental
y social de la central hidroeléctrica Sogamoso, el cual permite establecer los factores de éxito del
futuro deseado para la central hidroeléctrica Sogamoso.
This project was developed with the purpose of generate a strategic analysis of environmental and social situation of hydroelectric central Sogamoso, located in the department of Santander, based on the application of bioethical principles for achieving sustainability in the area of influence of the project through the formulation of alternatives that contribute to environmental improvement, social development and economic growth of stakeholders involved in implementation. The development of this document will be done in three phases in which it will be carry out. As a first measure, it will elaborate an environmental and social diagnosis in the area of influence of Sogamoso Hydroelectric Power Plant , through document review, checklist of different social and environmental aspects impacted by the implementation of hydroelectric in each of its stages, a matrix of impacts for the prioritization of the most significant affecting the sustainability of the area and finally, a interests and expectations matrix for identifying the stakeholders of hydroelectric. For the second phase, it will develop a strategic analysis for identifying the strategies will improve the hydroelectric and its effects, which will evaluated considering compliance with the criteria that compose each of the bioethical principles of precaution, usefulness, responsibility, justice and ethics of protection, those will be intended to include in the project's management. Finally, in the third phase, it will develop a balanced scorecard for environmental and social management of the Sogamoso hydroelectric power plant, which allows it to set the success factors for the desired future of the hydroelectric plant.
